Position Summary The Supervisor of Power Systems Operations directs and performs skilled mechanical maintenance work in the installation, operation, repair, and maintenance of refrigeration, heating, ventilation and air conditioning (HVAC), plumbing, and basic electrical systems for the campus. The Supervisor assists in developing, implementing, and monitoring preventive maintenance programs for mechanical systems, supervises the performance of emergency and routine maintenance on-campus facilities and systems, and enforces federal regulations governing environmental protection, hazardous waste disposal and the use of chemical substances and materials. The Supervisor of Power Systems Operations generally works independently under established guidelines and with minimum supervision. Essential Job Functions 1. Assists the Director with ensuring that all facilities are structurally sound, mechanically operational, electrically efficient, and safe by planning and scheduling daily and weekly maintenance activities, making work assignments based upon an evaluation of job requirements and individual expertise, and supervising direct reports in the performance of emergency and routine maintenance on facilities and systems. Assists in sustainability efforts on campus in regard to the various HVAC, plumbing and electrical systems.
2. Performs highly skilled mechanical maintenance work (as required) in the installation, operation, maintenance, modification, service and repair of electrical, heating, ventilation and air conditioning, plumbing and refrigeration control systems by inspecting and testing elements of those systems to locate and diagnose faults and malfunctions, troubleshooting and/or performing required repairs, and providing an estimate of repair (and/or replacement) costs beyond the capability to perform.
3. Maintains a high level of understanding and knowledge in the maintenance and repair of a variety of public facilities equipment, including HVAC systems and equipment, boilers, 3-phase high-voltage equipment and other equipment and systems. Earn and maintain the Certified Building Operator (CBO) certification.
4. Assists with, as needed, in the supervision of seasonal snow removal operations for the campus, including scheduling workflow and maintaining adequate supplies.
5. Promotes preventive maintenance as a strategy for maintaining the College's electrical, mechanical, control, and plumbing systems by assisting in the development and monitoring of preventive maintenance programs. Keep accurate records on all equipment indicating all repairs/breakdowns, perform maintenance, and perform spot checks of equipment to determine their working condition. Perform periodic cleaning and servicing of tools and test equipment.
6. Directs the development of appropriate contingency plans that anticipate requirements for extraordinary maintenance efforts under emergency conditions, and collaborating with the Director to implement advanced fire inspections, fire drills, equipment reviews (e.g., generator inspections), and other tasks associated with contingency planning and implementation.
7. Determines appropriate maintenance staffing levels based on identified needs and analysis of business trends and opportunities, and participates in the hiring and termination of direct reports.
8. Develops a competent and efficient maintenance workforce by training and supervising the Power Systems Trainees, Operators and Chiefs in the proper use of test equipment, hand and power tools, and safety, and demonstrating appropriate work methods.
9. Assures completion of assigned maintenance and repair tasks by monitoring work progress, inspecting work performance and providing corrections of any deficiencies as necessary, redirecting work efforts to meet critical and/or necessary work requirements, and recommending the use of additional departmental personnel or contract personnel (as appropriate) to meet assigned completion targets.
10. Assures direct reports have the equipment and supplies necessary to perform mechanical services by monitoring the use of supplies and materials, estimating future material usage, requisitioning those supplies and equipment, distributing supplies/materials and equipment as required, and advising the Director regarding potential shortages, recommended replacement items, or related equipment needs.
11. Provides leadership by establishing operating guidelines, requirements, and standard operating procedures for the proper operation and maintenance of pumps, burners, boilers, tanks, valves, metering systems, water softeners, and control systems (pneumatic and electronic), testing of boiler and chilled water to determine degree of hardness, mixing boiler compound and treating the water to assure the appropriate degree of softness, maintaining a chemical treatment program for effluent systems, charting consumption and regulating steam and chilled water flow, and inspecting and adjusting the equipment to maintain the most efficient use of utilities.
12. Maintains an accurate maintenance management system that records, stores, and retrieves repair, maintenance, and construction activities for all assigned facilities, including work tickets generated through the College's electronic work order system. Processes work orders for College facilities, including assigning personnel to complete orders, and maintaining records, including detailed documentation on materials used to complete work orders.
13. Assists the Director in processing purchase orders, including researching vendors for the best price, processing materials when received, and forwarding billing and paperwork to the department's coordinator for processing and filing. Assists the Director in developing the annual department budget.
14. Assures the daily implementation of MIOSHA and hazardous communication programs and regulations, including training employees and developing written procedures.
15. Reduces the likelihood of a significant disruption of mechanical services (i.e., heating, cooling, plumbing, electricity) to the College and assures around-the-clock responsiveness to mechanical failures or emergency situations.
16. Enforces College and departmental rules and policies regarding employee conduct by advising mechanical personnel of the rules and policies on employee conduct, issuing verbal warnings and written reprimands for violations, and recommending progressive disciplinary action as necessary. Manages all assigned employees' timekeeping and vacation requests and evaluations.
17. Stays-up-to date on all issues, concerns, and regulations pertaining to health and environmental issues and reduces the likelihood of liability regarding the College's compliance with federal regulations by complying with and enforcing policies, laws, and regulations governing environmental protection, hazardous waste disposal and the use of chemical substances and materials.
18. Maintains the department's inventory of supplies and maintenance equipment.
19. Maintains and repairs maintenance equipment and provides technical assistance in the purchase of new or replacement mechanical maintenance equipment or systems by reviewing and preparing equipment specifications, and advising the Director on equipment capability and compatibility, installation requirements and costs, and potential operations and maintenance expenses.
20. Performs highly skilled mechanical maintenance work (as required) in the installation, operation, maintenance, modification, service and repair of electrical, heating, ventilation and air conditioning, plumbing and refrigeration control systems by inspecting and testing elements of those systems to locate and diagnose faults and malfunctions, troubleshooting and/or performing required repairs, and providing an estimate of repair (and/or replacement) costs beyond the capability to perform.
21. Supervises outside contractors and/or vendors, as directed and assists the Director with ensuring that contract mechanical maintenance services meet specified results and/or work orders thus minimizing future operational problems by observing (spot-checking) the work performed and reporting when contracted services fail to meet specifications or endanger College property or lives.
22. Assists with documenting the cost of maintenance repairs and services by keeping records of time and materials to be charged to each job, and providing periodic status reports to the Director in order to develop the annual departmental budget.
23. Contributes to a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.
24. Serves as Acting Director in the absence of the Director of Campus Planning and Facilities.
25. Contributes to the overall success of Facilities by performing other essential duties and responsibilities as assigned.
Requirements • Associate's degree in any of a variety of industrial or mechanical trades or business management with a minimum of five or more years of experience as a tradesman or similar experience.
OR
• Combination of education and experience commensurate with the requirements of this position related to construction or building maintenance.
• Building Operator Certification through the Northwest Energy Efficiency Council (NEEC)
• Three or more years of supervisory experience in a physical plant setting is preferred.
• Michigan Vehicle Operator's License.
