Read more:careers.bms.com/working-with-us .The Real-World Data Analytics, Innovation & Partnerships (RWDAIP)Senior Director, Development Real-World Data (RWD) Strategyis responsible for the compliant design, development and execution of BMS' Global (US and ex-US) development RWD strategy and ecosystem, including: delivering a strategy that reflects BMS' current data environment, prioritized assessment of data needs / gaps, ongoing monitoring of active and potential opportunities, cultivating and maintaining innovative RWD partnerships & alliances, and proactive development of RWD assets. The role requires a thorough understanding of BMS' research priorities, innovation initiatives, experience working in development (early and late) and commercial space, mastery of clinical, genomic, specialty pharmacy, traditional, and emerging RWD resources both inside and external to BMS, a strong objective, execution focus to deliver a robust data infrastructure tuned to a broad set of customer needs, and excellent communication skills to establish strong links with strategic senior leaders across the organization. Success in this role will require a strong presence in discussions with senior leaders, constant attention to changing priorities and needs, readiness to proactively develop solutions in the market where none yet exist, and a collaborative approach as this role is embedded in matrix teams to ensure visibility and exchange of information.Responsibilities:Deliver BMS' RWD strategy and ecosystem covering existing, emerging and developmental data sources compliantly and in alignment with BMS' business priorities, focused on business value and impactDirect the RWD strategy process including leadership of matrix teams providing research priorities and expert contributors to assess and recommend data opportunities; lead data strategy working group operations supporting data assessments with functional SMEsLead, manage and develop the global RWDS team with team members based globally and working in multiple different hybrid working models (e.g. office based and remote by design roles)Engage at the senior level of the organization to design and build early development solutions for unmet needs and incorporation of RWD into regulatory filings (e.g. external control arms)Optimize an objective RWD assessment process that brings forward potential value and fit including recommendations on engagement: license, partner to build data products, projects only, or not engageCollaborate to build custom RWD assets/solutions / products with vendors / suppliers to address high-priority gaps in data sourcesLead design and implementation of compliant utilization (e.g. pooling, dynamic borrowing, etc) of RWD assets to support pooling for regulatory submissionsCollaborate with cross functional leadership teams including: Research, Development (early and late), Translational Bioinformatics, Commercial, Value and Access, and Medical in identifying RWD priorities, use cases and gaps and with external partners in aligning data, platform and capability opportunities with BMS' needsLead and manage strategic data alliances to assure analytical readiness of data and optimize utilization of assets by internal stakeholdersProvide BMS functions with consultative support on RWD strategy, opportunities, assessments and innovations to ensure high quality, value-driven research projectsEstablish and maintain the innovative uses of RWD and capabilities to support those uses broadly throughout BMSPartner with IT (Enterprise Information Management, IT Business Partners, plus) to create and maintain a comprehensive data catalog of licensed & landscaped data assets and associated metadata / descriptive statistics to maximize the value of each asset to the organizationAssess global data and analytics environment, public and private, to ensure current views are comprehensive across geographies and engagement pointsPartner with IT (Enterprise Information Management, IT Business Partners, plus) on business requirements and delivery of evolving advanced analytics ecosystem; ensure access to externally hosted databases / platforms is streamlined and secure to mitigate riskDesign and implement a global RWD governance process encompassing business components-work with IT on automating and linking business components with technical governance processes; Promote the mitigation of risk through centralized RWD licensing and governanceLead global organizational transparency and education around RWD through partnering with key stakeholders GP, Legal (SCT & Privacy), and EIM to design and roll out eLearning modules on RWD (1) compliance, (2) acquisition, and (3) appropriate use to mitigate riskDesign an enabling data acquisition process to ensure appropriate RWD fit for BMS; partner with Legal to embed this process with global SOPsEnsure BMS complies with Anti-Kickback, Transparency (Sunshine Act), HIPAA, GDPR (and other local regulations), plus; lead financial and FMV assessments, determining value of potential licensed assetsLead RWD transparency, compliance and education ensuring RWD remain a BMS corporate assetQualificationsMaster degree in research or quantitative field required; PhD preferred15+ years' experience in pharmaceutical health services, outcomes,pharmaco-epidemiologicor related field; experience with clinco-genomic data a significant plus12+ years' experience using retrospective healthcare data sets (traditional & emerging), clinical study data and clinico-genomic data in the conduct of epidemiologic, economic and/or operational researchExpertise leveraging RWD throughout the development life cycle (Discovery, Early/Late Development, and Commercialization)Experience in developing and managing integrated data sources leveraging tokenizationExtensive Experience with US and ex-US data collaborators and licensors;
