Job Summary
This posting may be used to fill up to three positions.
The mission of our research staff in the Tax Research Division is to promote the development of sound tax policy through:
* High Quality Research
* Objective, Accurate, and Timely Analysis and Measurement; and
* Effective Communication
Analysts apply research and analytical skills to process information from a variety of sources, including department data sources and tax law. Individually and in small teams, analysts provide technical writing and research related to revenue estimates of the fiscal impact of tax proposals, broader revenue impact reports, and other special projects. Research regularly involves using spreadsheets, databases, department systems, and tax models. Analysts will develop a working knowledge in specific areas of tax law and administration with the opportunity to expand based interests.
The Research Analyst Intermediate will conduct tax research and analysis. Duties will include developing revenue estimates, forecasting the impact of proposed changes in tax laws, creating and running tax models, creating and maintaining databases to support analysis, conducting studies and analyses of state tax and related budget issues, and writing reports.
Employees will occasionally be required to visit the office for meetings related to collaboration, training, or team discussions.
Teleworking employees are required to live in Minnesota or in a state bordering Minnesota.
Minimum Qualifications
One (1) year of full-time equivalent experience working with taxes or conducting research or quantitative analysis work.
OR
Three (3) years of experience providing administrative support duties working with taxes or conducting research or quantitativeanalysis work.
*Associate's degree may substitute for six (6) months of experience; Bachelor's degree may substitute for one (1) year of experience; Masters degree may substitute for 18 months of experience; Doctorate degree may substitute for two (2) years of experience. To qualify, degrees must be earned in Economics, Public Policy, or a related field that includes quantitative and research training.
Applicants who meet the above requirements may be further evaluated based on the following during the interview process:
Related training, coursework, and experience.
Demonstrated human relations skills to work on a team.
Preferred Qualifications
Experience programming with SAS, SPSS, SQL, or equivalent software to conduct quantitative or statistical analysis
Experience developing data models or conducting modeling activities
Familiarity with Minnesota tax laws
Experience combining data from multiple sources
Experience explaining research results to non-experts
Physical Requirements
Occasionally moving boxes or light office equipment.
