Summary As a Program Analyst, you will play a critical role in supporting the Louisiana Housing Corporation's needs for their portfolio of programs utilizing CDBG-DR and other resources of gap financing. You will be responsible for conducting compliance reviews, analyzing project proposals, data management and reporting, and collaborating on the development and implementation of program policies and procedures.
Job Duties: Assist in management planning and implementation, including designing application materials and review processes. Evaluating proposals and ensuring regulatory compliance. Assist with comprehensive management reporting, including accounting and financial reporting associated with Louisiana Housing Corporation programs. Perform annual analyses of audited financial statements and loan performance to validate repayment amounts. Identify and evaluate potential compliance issues. Consult with stakeholders and assist in determining corrective actions. Analyze and optimize existing workflows to enhance efficiency and productivity. Draft policies and procedures in accordance with organizational standards and regulatory requirements. Performs other job-related duties as assigned. Education, Knowledge, and Skills: Bachelor's degree in finance, accounting, business administration, or a related field and (2+) years of experience in housing program support, affordable housing programs, asset management, underwriting, or related roles is preferred.
Strong analytical skills with the ability to interpret data and make recommendations. Knowledge of affordable housing financing mechanisms, including CDBG-DR gap financing, is preferred. This role requires diverse skills such as creating PowerPoint presentations, developing standard operating procedures (SOPs), and utilizing data skills. Proficiency in Microsoft Office Suite, including advanced Excel skills (e.g., VLOOKUP, pivot tables). Excellent communication and interpersonal skills, with the ability to collaborate effectively with internal teams and external stakeholders.
