An employee in this class develops purchasing specifications, purchases an assigned group of commodities, manages bids and contracts for services, supplies, and equipment (SS&E) or public works construction, or develops, modifies, and monitors contract processing procedures for professional services. Work includes working independently on less complex assignments, participating with higher level Procurement Specialists to facilitate the purchasing of commodities, construction contracts, or professional services contracts. Contact with departmental officials, vendors, contractors, and the general public is a significant aspect of the work. Work is performed under the general supervision of a technical superior. For all other inquiries please contact Customer Service at or email Minimum Requirements Minimum Training, Education & Experience The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Candidates must meet requirements within 30 days after the last date for filing applications. 1. CIVIL SERVICE STATUS - Presently employed by the City of Philadelphia with permanent Civil Service status and a Performance Rating of Satisfactory or higher AND OPTION 1: 2. EDUCATION : Completion of a bachelor's degree program at an accredited college or university. AND 3. GENERAL EXPERIENCE : One year of technical experience in the field of purchasing in procurement planning, solicitation preparation, contract development, enforcement of contract specifications for product/service issue resolution, supply chain management, or contract administration and compliance. OR One year of procurement experience as a Clerk 3, Administrative Technician, or Administrative Trainee 1 for the centralized procurement agency or Airport. NOTE: Additional experience may substitute for the education requirement on a year for year basis. OPTION 2: 1. EDUCATION : Education equivalent to completion of the twelfth school grade. AND 2. EXPERIENCE : Two years of contracting experience as a Departmental Procurement Specialist. OR Three years of contracting experience as a Contract Clerk. NOTE: Possession of current certification from an industry accepted supply chain/purchasing professional association may substitute for one year of the required education or experience requirements for both options to qualify. THE FOLLOWING ARE EXAMPLES OF CLASSES THAT TYPICALLY MEET THE MINIMUM EXPERIENCE REQUIREMENTS: Administrative Technician (2L01) in Procurement Department or Airport Clerk 3 (1A04) in Procurement Department or Airport Administrative Trainee 1 (2L06) in Procurement Department or Airport Department Procurement Specialist (2E08) Contract Clerk (1B29) Physical & Medical Requirements Ability to physically perform the duties and to work in the environmental conditions required of a position in this class. Required Licenses & Certifications Other Requirements TRANSCRIPT , LICENSES , REGISTRATIONS AND CERTIFICATION REQUIREMENTS Candidates MUST submit a copy of their official college or university transcript(s) indicating completion of the educational requirement and all required licenses, registrations, or certifications at the time of application. Transcripts MUST indicate conference of the appropriate degree. Candidates with a degree from foreign colleges or universities must submit proof of degree as certified by a professional evaluation service. Candidates MUST submit a copy of their license, registration, or certification. Departmental and interdepartmental promotional eligible lists of permanent City employees and an open competitive eligible list will be established as a result of these examinations. The appointing authority may make an appointment from either one of the promotional lists until these lists are exhausted and, thereafter, may appoint from the open competitive list. If you do not have permanent civil service status with the City of Philadelphia, or are otherwise ineligible to compete in promotional examinations, you should not apply for this examination. You should apply for the open competitive examination for this class announced concurrently on the same date. The examination number for the open competitive examination is 2E******** OC-00. PERIODIC ELIGIBLE LIST : The examination for this class is announced on a periodic basis. The eligible list established as a result will be merged as candidates are tested. Candidates who pass a periodic examination may not apply for the same examination as long as the candidate's name remains on the eligible list. Candidates who fail or those who pass and whose names are subsequently removed from the eligible list for a periodic examination may apply for the examination again 180 days following the last date on which the candidate took the examination. If a candidate takes an examination sooner, the candidate will be considered examined in error. The candidate's test papers will not be scored. Candidates who pass the exam and are placed on the civil service list will be retained on the list for a minimum of one year and a maximum of two years after the establishment of the Eligible List PREFERENCE FOR PHILADELPHIA RESIDENTS : Candidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other persons receiving an identical test score. If you have maintained a bona fide residence in Philadelphia for at least one year immediately preceding June 24, 2024, you are eligible to claim residency preference. To receive such preference, candidates must respond to the question regarding residence later in this form. The response on this application will be used to determine eligibility for preference for residents. Documentation of residence may be required if there is any question as to whether you meet the residency preference requirements. If an applicant does not respond to the appropriate residence question, it will be assumed that the applicant does not qualify for residence preference. Eligibility for residence preference must be determined by the date of the test administration. No requests for residence preference will be granted after the test administration. Projected Exam Date Training and Experience Evaluation - Applicants will be evaluated and scored based upon their training and experience credentials. Applicants will not be asked to appear to take a scheduled examination. Scores in the Training and Experience Evaluation will be based on documentation of education and experience provided by the candidate. To receive full credit for your education and experience, you should submit all relevant documentation including college transcripts, licenses, certifications, paid out of class documentation, etc. and provide a detailed description of your education, experience, and credentials. An Eligible List will be established the week of June 24, 2024 Please note that this date may change. Test Review In accordance with Civil Service Regulation 9.091D, candidates may review their answer sheets and other test papers to determine if they have been scored correctly or if there has been an irregularity in the administration of the examination.
