Overview:
The Plant Operations Manager will plan and direct the operations of the Plant Operations Department including the testing and maintenance of all plant and clinical & biomedical equipment and utility systems including HVAC, mechanical, electrical, life safety and medical gas systems, and grounds with responsibility for capital equipment replacement and selected construction projects. Ensures compliance with all building, construction and safety codes affecting the accreditation, licensing, and operational status of the facility. The Plant Operations Manager provides leadership to department staff including staffing, training and performance management.

Responsibilities:
Plan, direct, supervise and evaluate the work of Plant Operations staff and Biomendical/Clinical Engineering contractor.

Determine priorities of jobs performed by the department and outside vendors based on

needs of the facilities. Provide direction, coaching and support to direct reports regarding professional standards, work quality, performance and accountability; collaborate on resolving problems and/or performance gaps; develop annual staff engagement improvement plans; and engage in regular communications (department meetings, one-on-ones, performance feedback, etc.).

Ensure that building equipment is operated and maintained to provide safe, efficient service by continuously monitoring the state and condition of the facility equipment and infrastructure to ensure the efficient and uninterrupted operation of the facility.

Confirm that contractors and departmental staff perform repairs, maintenance, alterations of physical plant and equipment and construction projects in accordance with all local, state and federal regulations.

Develop annual operating budget, timelines and costs for capital equipment replacement.

Evaluate and negotiate annual service agreements. Manage department expenses in adherence with financial targets.

Establish/maintain Engineering & Organizational policies/procedures and programs to assure effective maintenance of the facility and infrastructure in accordance with regulatory requirements. Communicate directives, policy changes, and general information to staff members. Participate in the development and management of an organizational response to the Hospital's emergency and safety management programs. Performs role as Safety Officer with active participation in the Safety and Workplace Violence Prevention Committees.

Actively seek to improve department performance.

Assist staff in performance improvement, skill development and continuing education, and compliance with regulatory standards.

Evaluate methods, procedures, equipment and supplies in order to adequately and efficiently maintain standards of the department.

Review consumption of energy and evaluate energy efficiency programs and solutions for reducing energy costs including

equipment optimization or replacement, retro-commissioning or alternative options.

Responsible for life safety, utility management, maintenance, testing, inspection and repair completions adhere to regulatory requirements.

Oversee and monitor that all compliance documentation is up to date and survey ready.

Maintain current knowledge of NFPA, CMS Federal and State regulations.

Represent the facility with regulatory agencies for compliance with building regulations.

Represent the interests of the facility at all phases of construction including pre-design and pre-construction through conferences with architects, engineers, contractors, and vendors.

Participate in project management during construction and coordinate the work to minimize facility impacts in conjuction with

leaders, medical, nursing, and other facility staff. Maintain contact with local regulatory agencies to communicate facility impacts and mitigations.

Monitor the expiration dates of multiple facility and equipment permits and certifications. Provide data and calculations for permit applications and submit them. Work with various agencies to renew permits and certifications.

Qualifications:
Education : Bachelor's degree in an appropriate discipline; OR, an equivalent combination of education, training and experience to provide the required knowledge, skills, and abilities to perform the duties of the position.
Experience : Minimum five (5) years of hospital plant engineering experience plus at least three (3) years in a lead/supervisory position.
Licenses & Certifications : Certified Healthcare Facilitiy Manager a plus; valid California driver's license with no restrictions required.
Required Skills & Knowledge : Demonstrated knowledge of Hospital Accreditation standards (CHIQ or TJC), and applicable Building Codes & Health Care Regulations. (Title 8,19,22,24 of C.C.R., N.F.P.A Life Safety Code. Uniform Building codes, etc.) and all local/state and federal regulations required for health care institutions. Knowledgeable in the operation of mechanical and electrical equipment in buildings.

Ability to read and interpret blueprints, specifications and shop drawings.

Proficient computer skills in MS Office and CAD programs. Demonstrated ability to communicate effectively, both written and verbal. Collaborative management and interpersonal style in order to interact effectively with diverse individuals at all organizational levels. Strong budget development skills, problem-solving aptitude and analytical capability. Organizational expertise to manage rapid changing priorities and workflows with sound decisions and a positive attitude.

Compensation:
Actual compensation is influenced by a wide array of factors including but not limited to level of experience, education, special skills and/or certifications.
