POSITION SUMMARY
The Outside Fiber Plant Technician (OSFP Technician) is responsible for installation and repair of the fiber to the home and fiber to the business orders. The OSFP Technician will contact customers who have placed orders or trouble tickets to ensure inside access can be made. The OSFP Technicnan will then install and repair any connections from the NAP, internal premise wiring, customer leased equipment, for fiber-to-the-home (FTTH) and fiber-to-the-business (FTTB) services to customers within the FECC service area and beyond.
II. REPORTING RELATIONSHIPS
A. Reports to: Outside Fiber Plant Manager, C2FI
B. Supervises: None
III. MAJOR RESPONSIBILITIES
A. Observe and implement all required safety practices set forth by First Electric Cooperative Corporation.
B. Contacts all customers that have been scheduled for their daily work to verify appointments for the day.
C. Install premise wiring, and set up ONT/modem, wireless access point device(s), and the number of required Customer-Purchased-Equipment (CPE) devices.
D. Support and assist installation constractors to overcome any obstacles that could prevent an installation or repair.
E. Rotate oncall schedule with a Team of Outside Fiber Plant Technicians.
F. Assist the Outside Fiber Plant Manager in maintaining the Fiber Plant by reporting damages, scheduling contactors, and finding solutions for construction challenges.
G. Ensure routine maintenance on test equipment, tools, and required safety equipment, as well as keeping company vehicle clean and presentable.
H. Esures accurate reporting and closing of all orders and tickets worked for database integrity of plant facilities, installations, repairs, and any billing requirements.
I. Works with consultants as required, ensuring the success of the FTTP deployment and ongoing operations. Will develop an increasing understanding and support of the Cooperative and the electric Cooperative program.
J. Maintain great relations with vendors, contractors, subscribers, customers and the public in carrying out the responsibilities of the position.
K. Perform all other duties as assigned or directed.
IV. INTERNAL RELATIONSHIPS
Outside Fiber Plant Manager: Work closely with OSFP Manager to provide updates or recommendations for all service orders, trouble tickets, and other plant maintenance.
Fiber Network Engineer: Work closely with Fiber Network Engineer to troubleshoot difficult OLT or CPE issues, verify virtual traffic on challgening troubles or orders.
All C2FI and All FECC: Work closely with C2FI and FECC employees to attain the goals that have been set for this position.
All Employees: Work with all employees and personnel on various services and activites.
General Manager: Reports to General Manager in the absence of C2FI Outside Fiber Plant Manager.
V. EXTERNAL RELATIONSHIPS
A. Electric Cooperatives and Fiber Subsidiaries: Maintain good relations in all contacts.
B. Outside contractors, vendors, and telecommunication providers.
C. Community leaders, local organizations, and contractors.
D. Customers: Provide exceptional customer service relating to all matters concerning C2FI.
JOB SPECIFICATIONS

VI. POSITION REQUIREMENTS
EDUCATION
High school diploma or GED
EXPERIENCE
Excellent commuication skills and previous technical experience of successfully installing and repairing fiber applications for FTTH and FTTB. Practical experience of electric utility construction is preferred. Must demonstrate knowledge of outside fiber plant materials and telecommunications engineering and construction practices. Minimum of 5 years of working experience in a related field or role.
JOB KNOWLEDGE
Should be able to quickly develop a working knowledge of Cooperative procedures, practices and policies. Knowledge of CAD and GIS platforms used in engineering, design, and work management. Working knowledge of fiber optic network design, various FTTX architectures, and fiber splicing.Must be able to perform the core elements of the position competently, following a training period not to exceed 90 days.
ABILITIES and SKILLS
Should be able to lift or carry 50 LBS. Should have strong computer skills and ability to learn new software and skilled in all Microsoft Offices software. Skills required for using some basic IP routing and troubleshooting, inside wiring practices, modem and wireless access point installation, and basic hand tool and power tools experience. Ability to possess knowledge of RUS, ANSI, NEC, and NESC specifications, rules, and standards. Must possess a valid driver's license. This is a safety sensitive position where the employee holding this position has the responsibility for his/her own safety or other people's safety.
WORKING CONDITIONS
Combination of inside and outside work, subject to work on weekends, at night and during severe storm conditions. This position subject to residency requirements for response purposes.
