Position Description: The Marine Surveyor serves as a ship surveyor and technical advisor for the Command watercraft maintenance program. Establishes workflow/procedures for both internal operations and external requirements to support field units and commands by implementing annual schedules for cyclic dry-docking of watercraft. Assignments require application of extensive practical knowledge of assigned equipment, its characteristics, operation, usage, overhaul, maintenance modification and repair of marine vessel and equipment. Exercises a working knowledge of Armed Services Procurement Regulations relative to ship repair contracts to determine condition, materiel and extent of work required; estimates of labor and material costs, inspection and acceptance of accomplished work. Application of thorough knowledge and understanding of Department of the Army, Coast Guard and American Bureau of Shipping (ASS) regulations, procedures and requirements to support field inspections and surveys conducted to determine condition and safety of assigned vessels and associated equipment. Incumbent must be capable of understanding applicable policies, regulations and technical directives relating to marine vessels as well as knowledge of engineering fundamentals in order to be proficient in interpreting and relating to written specifications, the intent of work plans, technical data and test parameters.
Required Qualifications: •At least 10 years of experience working on Army watercrafts
•High School Diploma or GED

•Studies inspection reports submitted by supported installations. Determines validity and necessity of requested repairs; level of maintenance; nature and scope of work; materials, facilities and equipment required and costs involved. Recommends repair procedures, e.g., contract, in-house, depot or organizational responsibility.
•Conducts surveys to determine condition and repairs of Army Watercraft required to meet specified regulatory standards. Watercraft of various classes and types include: barges, logistic support vessels, tugs, floating causeway systems, landing craft utility, landing craft mechanized and miscellaneous support vessels. Surveys also cover machinery, refrigeration, electronic, electrical equipment, hulls, hull equipment, paint and preservation, etc. Surveys are based on condition and safety of life at sea (SOLAS) requirements in accordance with DA, Coast Guard and American Bureau of Shipping Regulations, Procedures and requirements.
•Prepares complete detailed technical overhaul/repair specifications, based on regulatory requirements, to identify required quality and quantity of materials and estimated man hours. Prepares cost estimates based on publications, experience, data and personal knowledge, for each item in the specification and total cost of job, man hours, materials and overhead. Performs in-process and final acceptance inspections of repairs performed in-house. Determines if logbook entries are properly recorded and if sanitation and safety practices are in accordance with established standards. Prepares detailed description specifications of items for contract repair, preservation or activation of vessel and equipment. Reads and interprets blueprints and makes modifications thereon to indicate installations, conversions or repairs previously made. As required, incorporates sketches, diagrams or blueprints in specifications. Implements approved modifications and changes to watercraft or components and equipment related thereto. Prepares detailed bill of materials required for each item in specification.
•Monitors and inspects watercraft undergoing repairs and other work involving commercial shipyard or marine repair facilities. Observes work in progress to assure compliance with specifications. Operates vessel machinery during trial/shakedown runs, rejects work not meeting established operating standards. Prepares field orders specifying additional work or deviations from original contract, estimated cost and additional time required. Signs off on segments of contract work as they are satisfactorily completed and performs operational tests and acceptance inspections upon completion of the contract. Prepares written reports such as Dry Docking, Weekly Progress, Completion, and Receiving Reports, labor compliance forms, test notifications, property removal/installation certificates, paint certificates and certification of quantity and value of scrap generated.
•Prepares dry dock schedules, cyclic maintenance requirements and other advance planning as required. Prepares unsatisfactory equipment reports, Advises operational, maintenance and supply personnel of matters relating to marine maintenance problems. May occasionally be placed in charge of a group of ship surveyors on special or high priority projects.
•Serves as representative, responsible for quality assurance and/or control as appropriate, consistent with QA clauses of the procurement contract documents. Provides necessary assistance in individual contractors in the interpretation and implementation of QA provisions to insure compliance with DA MIL Spec requirements. Monitors progress of contract and recommends corrective measures to the contracting officer representative for action. Insures the contractual documents are maintained in current status and in sufficient factual detail to support and to supply necessary information for use by the contracting officer in cases involving dispute or controversy. Subject to serve as Government witness in technical matters of dispute with contractors before the armed services board of contract appeals or other judicial authority. Verifies costs and time requirements submitted by contractor proposals for Supplementary Items and/or additional work. As necessary, visits contractor repair facilities to perform Facility surveys and evaluate repair, overhaul and inspection procedures; determines the adequacy of shop layout; and resolves problems related to methods and techniques employed. Furnishes authoritative technical advice, assistance, and guidance in resolving problems, which may be controversial.
•Serves as a focal point working closely with other organizations, military and commercial, with concern involving contract specifications, administration and modifications. Provides technical expertise for scheduling watercraft overhaul /dry-docking, procurement of repair parts and supplies, coordination of work efforts and maintenance facilities in order to efficiently and effectively administer the watercraft maintenance program to achieve program objectives. Plans and recommends the accomplishment of pre-award and facilities surveys to determine new contractor's capability to repair watercraft/amphibious equipment, makes analysis of survey and determines an appropriate repair capability classification.
•Provides technical guidance Government ship surveyors on implementation of contract specifications and unusual matters; monitors repair work in progress and provides status of repair contracts.
•Performs other related duties as assigned.
Physical Tasks: •The work embraces two extremes, one of sedentary office management, attendance at conferences, meetings and negotiations, the other demanding physical exertion, such as boarding ships afloat and ashore, periodic visits to graving docks and inspections at heights which require agility and the ability to bend, crouch, reach, and stand for extended periods of time.
Other Job Related Information: •Performs extremely varied and complex assignments concerning wide-ranging vessel designs and associated equipment programs/activities. Decisions made require consideration of major areas of uncertainty in approach, methodology, interpretation and evaluation, process resulting from such elements as continuing changes in programs and design, technological developments, or conflicting requirements. Originates new techniques, established criteria, and develops new information.
Work Conditions: •Job may require frequent travel to shipyards and marine repair facilities where a wide variety of working conditions peculiar to shipyard work is prevalent. Air travel is required. May work extended hours or weekends. May require getting underway on government craft for sea trials in all weather conditions.
