What You Will Do
The Capital Project Execution Office, utilizing The Project Management Offices (PMOs) and the Specialist Services Offices (SSOs), to provide consistent service and project execution to Weapons (WFO), LANSCE, Science & Technology Operations (includes SIGMA & STO Facilities), Utilities & Infrastructure (UI), Institutional Facilities (IF), Deactivation & Decommissioning (D&D), as well as, managing many Scopes of Work (SOW) under Special Services Offices (SSO). The PMOs and the SSOs are structured and staffed appropriately to support projects while considering their complexities, unique SOW, and various funding streams within the applicable PEO portfolio of projects. They are aligned and dedicated to their assigned Facility Operations Directorates (FODs) and Associate Laboratory Directorates (ALDs). This provides for a consistent partnering interface to strengthen working relationships, and share lessons learned. In this way, they can ensure that project development, planning and execution are uniform and consistent, thereby ensuring excellent project delivery throughout the Lab.
The Capital Project Execution Office (PEO) is seeking an experienced, enthusiastic leader for the LANSCE PMO. This position will report administratively to the Project Execution Senior Director and have functional reporting to the PEO Deputy Portfolio Manager. The successful candidate will provide the capabilities to the Associate Laboratory Director for Infrastructure and Capital Projects (ALDICP) and relevant Laboratory elements to successfully deliver excellence in safe execution of construction projects and assure performance against relevant prime contract elements.
Specifically, the LANSCE PMO is expected to oversee/lead a group of deployed project managers responsible for successful execution of LANSCE projects and foster a collaborative working relationship with the LANSCE FOD, meeting or exceeding LANL/LANSCE's mission goals. The LANSCE PMO will assist in all applicable high level ALDICP planning and execution activities. The work also includes all phases of Project(s) related planning, design, construction, and startup/commissioning activities in support of the Laboratory's excellence in Capital Projects execution. Job duties include (but are not limited to): As line management for PEO/LANSCE the PMO must understand and implement Integrated Safety Management (ISM) responsibilities for their organization including but not limited to integrating safety into every task, pausing/stopping work, modeling exemplary behavior, fostering open communication, engaging workers in the field, rewarding positive behavior, and addressing deficiencies through accountability. Integrated Safety Management (means worker health and safety, environment, security, and quality) is a primary responsibility for all Laboratory employees and managers. Knowledgeable in utility discipline construction projects Provides guidance and interpretation of policies and programs concerning project management. Formulates and recommends project management policies, plans, and programs for the orderly execution of projects. Leads the establishment and execution of management philosophy and procedures for the successful completion of all assigned projects to ensure consistency of approach and the sharing of information and experiences among projects. Assist the execution groups, when requested, to monitor the progress of active projects and ensures that responsible actions are being taken by members of the project management team. Reviews and approves project execution plans, project continuous improvement plans and team-building programs, and other critical project plans and/or documents. Directs the activities of assigned staff and provides for proper delegation of management authority, responsibility, and accountability. Ensures that interdepartmental problems are resolved promptly and that an integrated approach is followed in the performance of the project. Fosters a mutually respectful and inclusive work environment that is free from discrimination and harassment. Interfaces with FOD and ensures project requirements are understood and projects are executed on time and within budget. Ensures all project reporting is accurate and timely. Advanced knowledge and experience in the areas of project management, construction, engineering, procurement, and other project-related activities, including their interfaces and inter-dependencies. Broad range of advanced knowledge in industry standards. Ability to plan, organize, lead, and monitor a wide variety of team efforts to their successful completion. Ability to establish and maintain strong and effective customer relations. Proven leadership and management ability. Understands and is committed to the Laboratory's continuous improvement process and leadership principles. Ability to promote an open and informal communication environment, to develop mutual trust and teamwork, and to facilitate employee self-development. Ability to recognize people for their accomplishments and that customers and Laboratory management are made aware of these accomplishments. Advanced communications skills (both written and verbal) with the ability to develop and give oral presentations in front of an audience (live or streaming web based). Advanced experience in business development strategy. Advanced understanding of government related finances/funding, applicable data analysis with detailed related planning concepts and interfaces. Desired Skills: Experience working with the Department of Energy (DOE) at headquarters or field office level, or with state and federal regulators. Experience teaming with Facility and programmatic customers on project strategic planning efforts, then being an agent of positive change and improvement to implement sound project. management principles for successful strategic actions. Experience reporting to and communicating with multiple supervisory organizations. Experience working with facility related subcontractors. LANL project planning and execution experience Previous successful LANSCE experience is a plus. Proven leadership in process improvements at LANL Q Clearance. Training/Certifications: Suitable professional certifications, such as, Project Management Professional, Construction Management Professional and/or Professional Engineer is desirable. Education/Experience: The position requires a B.S. in Engineering degree from an accredited institution and 15 years related experience; or an equivalent combination of technical education and experience directly related to the occupation. Master's is a plus. MOP Level will be commensurate with experience of the successful applicant. Work Location: The work location for this position is hybrid and is located in Los Alamos, NM Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice. Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
