Job Description
The Department of Technology, Management and Budget supports the business operations of the state agencies through a variety of services including Information Technology project delivery, maintenance and support. This position is with the Agency Services area of DTMB.
We are looking for a person who understands the value of public service and wants to help us meet the needs of our citizens. Above all, we are looking for someone that is passionate about designing, developing, testing, and implementing computer systems and applications. This person needs to be an excellent communicator, meaning you can effectively make oral and written reports, presentations and prepare clear and concise documentation. You must be able to recognize, gather, assemble, correlate and analyze facts; draw conclusions; investigate and define problems; and devise solutions and alternatives for automated information technology systems. We need someone who can conduct effective requirements gathering interviews and establish and maintain effective relationships with system users.
This position serves as an IT Business Analyst supporting Michigan Statewide Automated Child Welfare Information System (MiSACWIS) in the DHHS Child Welfare & Child Support Services Area. This position determines solutions to complex technical requests as part of the Customer Service Team. This client-facing position performs complete, beginning-to-end, coordination of incoming technical problems and service requests. Tasks include analysis, gathering requirements, research, troubleshooting, setting up/coordinating
work requests, and leading ongoing customer interaction in all capacities (meetings, status updates, testing, and follow-up). This position collaborates with agency clients, teams (including Development, Web, Database, Quality Assurance, Business Analysts, Client Specialist, Infrastructure, Field Services, Business), and software and hardware vendors. To be successful, this analyst must regularly exercise a high level of customer service
skills, work independently, and with others. There are processes required to learn and follow, along with many opportunities for decision-making that do not have clear-cut procedures.

SIGNING BONUS :
This position may be eligible for a sign-on bonus up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.

Educational level typically acquired through completion of high school and four years of experience as an application programmer, computer operator, information technology technician, or four years (8,320 hours) of experience as an Information Technology Student Assistant may be substituted for the education requirement.
