Serves as crew leader and coordinates the work of lower level staff. Performs independent and complex operation and maintenance of flush/vacuum-trucks under limited supervision. Operates a variety of light, medium, and heavy equipment in the maintenance and repair of the City's water and wastewater utility line connections, troubleshooting problems and providing customer service. ESSENTIAL FUNCTIONS Selects, supervises, and evaluates assigned staff Monitors and supervises field customer service crew providing meter and utility services Establishes work rules and performance standards, annual performance evaluations, and initiates and implements disciplinary actions as warranted Provides for the training and motivation of subordinates in order to make full use of individual capabilities and to meet changing system demands Operates heavy duty equipment and machinery, specifically flush/vacuum trucks Unclogs wastewater mains and flushing of wastewater mains using flush/vacuum truck Operates hydro excavation equipment Performs preventive maintenance on equipment and minor repairs Inspects and performs routine maintenance and repair on all equipment assigned Performs daily reporting and logging of work performed Opens, removes, and reinstalls manhole covers Documents work orders and records work activities Delivers materials to job site and load and unloads Maintains operations and maintenance of city water plants and lift stations Provides job site supervision and monitoring of operational activities, plans, prioritizes, schedules, assigns and monitors work ensuring service quality levels are maintained Completes final infrastructure inspections to ensure compliance with regulations Investigates and troubleshoots meter issues for tampering or other technical problems Performs water disconnects for delinquent accounts Monitors and supervises excavations and backfills Investigates utility service complaints and researches issues Documents work orders and records work activities, labor hours, equipment hours, and materials usage; oversees and maintains files, reports, records and related documentation according to established guidelines Prepares reports to be submitted to the Texas Commission of Environmental Quality (TCEQ) Abides by all policies, procedures, rules, etc., associated with the City's Safety Program Identifies, responds to, ad resolves issues of customers involving policies, procedures or safety issues Communicates with the residents to assure that work orders are complete Responds to emergency calls Must be able to work the allocated hours of the position and be willing to report for duty on short notice at any hour of the day or night Will be required to work an on call schedule REQUIRED QUALIFICATIONS High School diploma or its equivalent (GED) Five (5) years full time, paid experience in flush/vacuum-trucks operations, utility line maintenance, utility service, equipment operations, meter reading, or construction LICENSES, CERTIFICATES, AND OTHER REQUIREMENTS Class B Commercial Texas Driver License Reliable transportation and liability insurance Wastewater Treatment Class C License from Texas Commission on Environmental Quality (TCEQ) preferred Wastewater Collection II License from Texas Commission on Environmental Quality (TCEQ) preferred Appointment will be conditional upon successful completion of the following pre-employment checks: Criminal background check Controlled substance screening C ITY OF ROSENBERG SUMMARY OF EMPLOYEE BENEFITS PART I: INSURANCE


The City of Rosenberg offers health and life Insurance to all full-time employees with eligibility beginning on the first (1st) day of the month following date of employment.


The City has implemented a premium incentive deduction for all employees enrolled in the City's health insurance program, who have not used tobacco products in any form in the past three months and continue to not use tobacco products.

Total Pet Plan Pay Period Deductions One Pet - $5.42 Family Plan (2+ Pets) - $8.54 Wishbone Pet Insurance Rate based on Age, Breed, & Zip Code Average premium starts around $16.15 per pay period per Pet (5) LIFE AND AD&D INSURANCE:
The City automatically provides Basic Life Insurance for all eligible employees at no cost. Basic Life Insurance is $25,000 with no option to add additional coverage. The benefit is paid to your beneficiaries in the event of your death.


(6) LONG TERM DISABILITY:
The City provides employees with Long Term Disability in the amount of 60 percent of your salary (depending on position category) to a maximum of $5,000 per month. Benefits begin after 90 days of disability and may continue to Social Security Normal Retirement Age (SSNRA). Benefits will be offset by any payments from SS, Workers Comp and other income offsets.


(7) WORKERS' COMPENSATION:
All employees are covered under the Texas Workers' Compensation Insurance program through the Texas Municipal League. Eligibility for benefits is automatic and effective on the date of hire.


(8) SUPPLEMENTAL TERM & WHOLE LIFE, CANCER & AD&D INSURANCE:
The City of Rosenberg offers you a variety of voluntary benefits. If you enroll, you pay the full cost of coverage and are able to use a payroll deduction.


PART II: SAVINGS PLANS (9) TEXAS MUNICIPAL RETIREMENT SYSTEM (TMRS):
Participation in the system is mandatory for all regular full-time employees. Each employee contributes at a rate of 7 percent of his/her gross wages. The City contributes to each employee's account at a 2:1 ratio. Vesting is 5 years of service. Retirement is 20 years of service at any age or 5 years of service at the age of 60.


(10) DEFERRED COMPENSATION 457(K) PLAN:
Plans available through MissionSquare Retirement, DearBorn & Creggs, and Nationwide Retirement Solutions. Employees may enroll at the time of hire and throughout the year.


(11) SECTION 125/FLEXIBLE BENEFITS PLAN:
Allows you to contribute pre-tax salary into an account to be used to pay certain medical, dental, vision, and hearing care expenses not covered by insurance for yourself or a dependent within the meaning of Section 152(a) of the Internal Revenue Code. Dependent childcare is also available.


PART III: HOLIDAYS/LEAVE (12) HOLIDAYS:
New Year's Day, Martin Luther King Jr Day, Memorial Day, Good Friday, Independence Day, Labor Day, Fort Bend County Fair Day, Veterans Day, Thanksgiving Day, Friday following Thanksgiving Day, Christmas Eve, Christmas Day, and two (2) Personal Holidays



(13) VACATION:
Accrued vacation may be taken following the six-month probation period.

21 & over 160 20 (14) SICK LEAVE:
Sick leave is earned at the rate of one day per month. Firefighters will accrue ½ shift per month. For the purpose of computing sick time credit during the first year of employment, credit is given for the first month provided the employment date is the 15th of the month or earlier.


(15) LONGEVITY PAY:
Begins after one year of service. $7.50 per month will be provided for each year of service rendered to the City. Longevity pay is an addition to your base salary and is paid annually, in December.


PART IV: MISCELLANEOUS PROGRAMS (16) EMPLOYEE ASSISTANCE PROGRAM (EAP):
Available through Dear Oaks EAP, provides assistance for employees and their immediate family members in the event of an emotional, family, legal, medical, substance abuse and/or financial problem. The EAP is available at no cost to the employee.


(18) EMPLOYEE AWARDS LUNCHEON:
Each December the City holds its annual employee Awards Luncheon. Lunch is provided and various awards are given out.
