The Flight Operations Regulatory Compliance Program Manager is a subject matter expert in the safety systems, regulations, processes, and protocols that ensure compliance with all applicable regulations and safety of flight at Horizon Air. This role is responsible for investigations of non-compliance and the creation of corrective actions, preventative plans and tracking to reduce further occurrences. As an individual contributor, this role collaborates with process owners to establish policy and procedure in response to incidents, and exercises considerable judgement to make decisions to assess safety and compliance risks, manage and oversee regulatory compliance programs such as the Jumpseat Access Control System program, internal and external audits, etc.
Oversee the process of determining root causes, develop appropriate comprehensive corrective actions and responses for all letters of observation, letters of investigation, company self-disclosures and other regulatory requests and concerns, including FAA letters. Define the long-term strategy and provide interpretations, guidance, and industry best practices to maintain the highest level of compliance. Lead and conduct internal audits as required by regulations and internal policies and procedures. Manage and support external audit preparations for the Flight Operations division as required (IOSA, DOD, etc.). Manage and prepare the operations specifications for Horizon Air on behalf of the 119 Director of Operations. Support the 119 Director of Operations as liaison on behalf of the Flight Operations division with the FAA and other regulatory personnel. Manage the Jumpseat Access Control System (JACS) program and act as custodian of associated manuals. Monitor the Federal Register for changes to FARs or (OpSpecs); inform and ensure each discipline has implemented changes as appropriate. Collaborate with Flight Operations' directors and managers to develop processes and procedures to eliminate or control non-compliance. Manage applications and extensions regarding regulatory exemptions or deviations. Support preparation for the Divisional Analysis Group/Safety Review Board (DAG/SRB) and facilitate as necessary. Track reports and corrective actions in available databases and prepare monthly reports as input to our SMS (DAG/SRB). Act as the divisional SMS lead facilitator to support the SMS liaison with development, implementation, maintenance and improvement of the SMS and safety promotion. Work directly with employees across all divisions of Horizon Air to support the Safety Management Systems (SMS) and the Safety Risk Management (SRM) process associated with ineffective risk controls or new hazards, including facilitating the SRMs with divisional support. Collaborate across all divisions of Horizon Air in support of Flight Safety investigations, including events that require Federal Aviation Administration (FAA) and the National Safety Transportation Board (NSTB) reporting per 49 CFR 830. Serve as a member of the Emergency Response Technical Team. Required 4 years of experience in a role supporting safety programs or processes, regulatory compliance, safety data, or related area. Bachelor's degree or an additional two years of relevant training/experience in lieu of this degree. Experience with Safety Management Systems (SMS) and Safety Risk Management (SRM). An unwavering commitment to safety and compliance. Experience with applications of 14 Code of Federal Regulations (CFR) Chapter I, as well as 49 CFR and Operations Specifications. Experience providing insight on the FAA regulatory process, including the relationship of: The Preamble to the Federal Aviation Regulations, Operation Specifications, Notices, Orders, InFOs, SAFOs. Knowledge of regulatory guidance materials such as Advisory Circulars (ACs), FAA Orders and Notices and other regulatory guidance publications. Excellent interpersonal, communication (e.g., verbal, written, and listening), and presentation skills. Detailed oriented and highly organized, with ability to prioritize, multi-task, and work independently with limited guidance in a fast-paced environment. Proficiency with Microsoft Office applications (e.g., Word, Excel, PowerPoint, and Outlook). High school diploma or equivalent. Minimum age of 18. Must be authorized to work in the U.S. Preferred Investigation skills, to include identifying root cause and associated causal factors. Experience in the application of safety management systems functions. Prior management experience. Experience as a pilot or dispatcher in a Part 121 operation. $80,800 -- $121,200 / year



Pay will be based on multiple factors, including and not limited to location, relevant experience/level and skillset while balancing internal equity relative to other Alaska/Horizon employees. Alaska/Horizon is committed to fair, unbiased compensation along with competitive benefits in all locations in which we operate.
