Finance Program Manager Location Redmond, WA (Downtown area) : JOIN REDMOND! The City of Redmond is a thriving, culturally diverse community and home to over 78,000 residents. The Finance Program Manager is responsible for clearly defined, distinct programs with city-wide fiscal impact. In Finance, some of your responsibilities may include, but are not limited to, management of the City's risk program, utility tax program, business licensing program, and purchasing card program administration. You will serve as the lead for these programs, making policy and procedural decisions, providing direction, assessing program needs, and developing long-term plans that align with the City's goals. You will define the overall strategies and roadmaps for your assigned programs and will work across the City with all departments, at all levels. As the City's specialist and liaison for these programs, you will manage program budgets, forecast financial revenues, create and analyze performance measures and improvements, and report out and present to city leadership, including Council. Employees in this classification will conduct independent, in-depth research and will resolve problems for complex and ambiguous situations, with extensive communication to outside agencies, internal customers, and members of the public. This position will also monitor changes in applicable laws, regulations, and technology that may affect assigned programs. Positions in this classification work under the general supervision of the Fiscal Services Manager. This is a hybrid position that currently offers up to two telecommuting days per week. ROLE & RESPONSIBILITIES About you: You will be successful in this role if you have:
Strong decision-making abilities, even when faced with complex or ambiguous situations The ability to work independently and take ownership of tasks, while also collaborating effectively with internal and external customers Attention to detail and accuracy, especially when working with numbers and financial data Excellent organization skills with the ability to prioritize and manage multiple tasks effectively Project management experience, including planning, scheduling, monitoring, and proactive problem-solving skills Initiative to perform complex or technical research, and resolve issues and discrepancies in support of program compliance and process improvements Strong written and verbal communication skills; good customer service The ability to handle sensitive financial information with confidentiality and sound judgement Effective meeting facilitation About the Job: Administers the claims and risk program, utility tax program, business license financial program, and purchasing card program Provides information, support, and guidance to city leadership and departments regarding program activity Monitors changes in applicable laws, regulations, and technology that may affect programs; implements policy and procedural changes after approval and assures compliance Participates in the development and administration of program budgets, policies, and procedures Develops and implements long and short-range program goals Evaluates program performance against established goals and city initiatives; analyzes effectiveness of programs Provides recommendations and assists with the preparation of documents, including reports, ordinances, and resolutions for review by Internal Committees and City Council QUALIFICATIONS Education and Experience: Five years of increasingly responsible experience in Finance, Program Management, Compliance or related field Bachelor's degree in Accounting, Business Administration, Finance, or related field Public sector experience preferred, or any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities. Licenses and Certificates: Valid Washington State driver's license may be required Other This position is currently non-represented by a collective bargaining agreement. Work is performed primarily in an office environment. Some travel is required among various city facilities, as well as some outside travel.
