Position Summary & Responsibilities Position Summary: The position (K0156810)
The Kansas Department of Health and Environment has an Environmental Program Administrator I opening in Topeka. This position will supervisor staff in the Voluntary Cleanup Unit as assigned by the Section Chief. This includes making work assignments, setting performance standards, conducting personnel evaluations, setting staff priorities, providing performance feedback to staff, rewarding staff performance appropriately, supporting career development, communicating effectively, stimulating productivity and providing a creative working environment. Follow all applicable federal and state statutes and regulations as well as agency policies and guidance to accomplish the goals and objectives of the Section.
Job Responsibilities may include but are not limited to the following: Performs as a unit manager and supervisor to plan, coordinate and oversee the execution of the statewide Voluntary Cleanup Unit in the Remedial Section. Oversees the preparation of technical projects, designs, plans, estimates, calculations, inspections, testing, and collection of data for soil and groundwater remediation projects. This includes but is not limited to, program development guidance, public relations, policy development, technical oversight, geologic oversight, tracking of various program elements, dissemination of public information to the public, ranking of priorities, program updates, project tracking, staff assignments, and budgeting. Assist the Section Chief in administration of the program. Responsible for assuring consistency, QA/QC, fairness, and following all agency/bureau/section guidelines and policies for all program elements. Responsible for setting and tracking deadlines for document review or technical oversight of sites to staff as defined by the Section Chief.
Assist Section Chief on daily operations including internal planning and policy development of assigned programs; makes policy and procedural recommendations to the Section Chief. Prepares internal tracking and program reports as assigned by Section Chief. Prepares reports (oral and written) regarding various activities of program administration. Interfaces with other programs and sections within the bureau to ensure that program goals are being met and program guidelines are being followed. Provides interpretation to professional and field staff of federal and state statutes, regulations and administrative policies and procedures consistent with program objectives. Develops and prepares information, proposed rules and regulations, and other policy and technical information for presentation through the department for consideration by the legislature regarding program activities as directed by the section chief. Updates project specific fact sheets on a quarterly basis (minimum) to characterize progress on projects. Communicates and provides briefings to Section Chief, Bureau Director and other levels of management as requested.
Qualifications Education : Bachelor's degree in environmental, agricultural or natural sciences/resources. Licensing & Certification: Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State. Minimum Qualifications: Bachelor's degree in environmental, agricultural or natural sciences/resources. One year of experience in an environmental program/project area. Preferred Qualifications: Bachelor's degree in geology, hydrogeology or earth science. Geology experience. Professional geologist licensure recognized by the Kansas Board of Technical Professions. Experience in conducting environmental investigations and cleanups. Two years of supervision. Proofreading, editing, attention to detail. Word, Excel, PowerPoint, Access.
