We are hiring a Program Manager that will lead our surface water engineering business in ABQ, serving primarily Government clients. The Program Manager leads sales efforts for the business and manages the more complex projects. The Program Manager understands the local market, develops and maintains client relationships with the goal of driving sales for the business. The Program Manager also serves as the local business leader. The Program Manager engages stakeholders to build trust and aligns stakeholder expectations and relationships. Stakeholders are both internal and external including client groups, regulatory agencies, subcontractors, and vendors. The Program Manager leads PM development discussions at the local level, participates in the broader PM community across Weston nationally and is often a subject matter expert (SME) in a particular area.

Responsibilities:
Leveraging existing capabilities and contracts, develop and execute a business strategy for growth.
Developing a branding and client outreach plan.
Develop and lead highly performing teams to strategically grow our state and local government environmental services and emergency response business.
Actively collaborate within the company working with our stormwater engineering team and other professionals.
Lead the sales lifecycle including prospecting, positioning, capture planning, proposal development, interviews and closing.
Develop a positive rapport and trusting relationship with our clients and employees.
Maintain strong client relationships with existing clients and develop new client relationships that allow for expanded business.
Excellent technical skills with clear and concise written and oral communication skills.
Strong business acumen, negotiation skills, and strategic thinking.
Qualifications:
Bachelor's degree in civil or environmental engineering degree from an accredited university.
Fifteen (15) or more years of experience in the field of surface water engineering including hydrologic and hydraulic analysis; flood control; design of detention, retention and sedimentation basins; site development; and road, street and trail design.
Five (5) or more years of business development experience in this subject area.
Demonstrated ability to grow client relationships resulting in expanded work.
Knowledge of State and Federal regulations and ability to interface with regulatory agencies.
A Professional Engineer (P.E.) license in the State of New Mexico
Demonstrated ability to develop, negotiate and lead regulatory discussions.
Promotes an environment where Weston team members establish relationships and build trust with their clients and stakeholder counterparts.
Ability to excel at managing scope, schedule, and budget.
