Job Summary

The Electric Director provides leadership and direction to the department and its employees in the areas of electric distribution safety, engineering, construction and maintenance, reliability, service restoration and operation of all electric utility infrastructure owned and/or operated by the City of Lawrenceville.

Job Duties

Responsible for all aspects of the departments operation and is accountable for the adherence of all City policies, engineering standards and specifications, and operating requirements.
Oversees the engineering, construction, maintenance, inspection, alteration, and repair of all electrical distribution lines and equipment.
Responsible for the oversight of safety, supervision, and development of all departmental employees as well as indirect supervision of associated contractors.
Responsible for overseeing the delivery of reliable electrical service to all customers in a safe and compliant manner.
Coordinates with consulting engineers, contractors, developers, other utility systems, and intergovernmental agencies in the planning and construction of new line and in the development of long-range plans.
Develops and oversees the execution of the departmental budget.
Advises and recommends policy to the City Council and Executive Team for matters related to utility administration and operation.
Directs the analysis of outage information, identifying trends and recommends applicable solutions.
Coordinates with developers, general contractors, and other entities regarding existing and new construction upgrades to all projects within the current and future service territory.
Responsible for key account coordination and management.
Responds to citizen inquiries and complaints.
Coordinates new service line expansions.
Coordinates staff response to emergency outages.
Responds to after-hours power outages and emergencies.
Performs related duties.

Minimum Qualifications

Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
Experience in the direct supervision of craft technicians, engineering professionals, or safety leadership.
Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
Ability to work on call in a supervisory role.
Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.

Knowledge of the Interconnected electrical system, Interconnected transmission system, and substation operation.
Knowledge of local, state, and federal laws related to electric utilities.
Knowledge of electric utility system design, construction, operations, and maintenance.
Knowledge of electrical engineering principles.
Knowledge of the National Electric Code and the National Electric Safety Code.
Knowledge of public administration, municipal accounting, and budget management.
Knowledge of contract development, negotiation, and administration.
Knowledge of management and supervisory principles and practices.
Knowledge of the State of Georgia's Electric territories.
Knowledge in the design and of electric circuitry
Knowledge in electric metering.
Knowledge in the interpretation of various civil and electrical schematics.
Strong skill in strategic planning, organization, and decision making.
Strong skill in the supervision of personnel.
Strong skill in public speaking and public relations.
Strong skill in oral and written communication.
Strong skill in computer software (Microsoft suite, Adobe PDF, other design software).

Physical Requirements

The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, walking, bending, crouching, or stooping. The employee occasionally lifts light objects, distinguishes between shades of color, and utilizes the sense of smell.
The work is typically performed in an office, warehouse, and outdoors, occasionally in cold or inclement weather. The employee is exposed to machinery with moving parts and to electric currents. Work requires the use of protective devices such as masks, goggles, gloves, etc.

SUPERVISORY CONTROLS
The Public Works Director assigns work in terms of department goals and objectives. The Electric Director reviews work through conferences, reports, and observation of department activities and goals.

GUIDELINES
Guidelines include the National Electric Code, the National Electric Safety Code, the ITS Redbook, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines.

COMPLEXITY/SCOPE OF WORK
The work consists of varied management, administrative, supervisory, and technical duties. Changes to industry standards contribute to the complexity of the position.
The purpose of this position is to direct the operations of the city's electric utility system. Successful performance ensures the efficiency and effectiveness of utility operations.
CONTACTS
Contacts are typically with elected and appointed officials, sales representatives, state and federal government agency representatives, contractors, business owners, professional consultants, developers, representatives of private utility companies, and the general public.
Contacts are typically to give or exchange information, resolve problems, motivate personnel, provide services, and justify, negotiate, or settle matters.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over Assistant Electric Director (1), Lineman (13), Metering Services (1), Operations Support Specialist (1), AMI Specialist (1), Administrative Coordinator (2), department warehouses, and all other department personnel.
