Missouri Military Academy is seeking a qualified candidate for the Deputy Commandant for Transportation and Security position (DCTS).  In this role, the DCTS will plan, organize, coordinate and supervise operations of the academy's transportation (car, bus, and van) fleet. The candidate will also oversee campus security operations, training, exercises and inspections.
The DCTS participates in annual budget development, provides and account for materials, equipment and supplies; and will plan, implement, and supervise driver safety training to meet State and Federal laws/compliance. Responsibilities include, coordinating all cadet travel to include field trips, athletic events, cadet activities, special events and cadet travel to and from campus to other modes of transportation. The candidate must be willing to serve as a bus driver and van/vehicle driver on a periodic basis. The DCTS will conduct regular security inspection and chair the Academy Security Committee.
Essential Functions: Responsible to the Commandant for all matters involving day-to-day decisions relative to transportation, cadet travel and campus security.
Coordinates, on a regular basis with The Deputy Commandant for Operations, Corps Commandant Sergeant Major, Recreation and Activities Specialist, and Athletic Director.
Directly responsible to the Commandant for coordinating and managing all aspects of cadet, faculty and staff transportation requirements and campus security operations, trainings and exercises.
Develops and implements initial and refresher safety training programs for department employees which focus on and incorporate OSHA requirements and any transportation safety requirements tailored to meet the needs the academy.
Coordinates with Facilities Department in the development of safe and efficient school bus loading/unloading zones.
Coordinates preventive maintenance on all academy transportation assets.
In accordance with state and local regulations, plans and administers an efficient vehicle maintenance program which ensures academy owned vehicles are mechanically safe and sound to operate.
Analyze and solve problems, collect data, establish facts, and draw valid conclusions; to interpret a variety of technical instructions, or require investigations. 
Record and deliver information, explain procedures, follow oral and written instructions. 
Recruit and train new drivers and develop plans and procedures to retain drivers.
Ensure maintenance record management, as well as /training and coordinating routes, drivers, schedules and assignments.
Must be a positive role model for the cadets and be able to work a flexible schedule.
Coordinate with Marketing and Technology to ensure all posted transportation email's and website information is posted in a timely manner, accurate and up to date.
Process all cadet furlough and travel requests in a timely manner, and coordinate any transportation requirements with parents/ guardians of cadets as required.
Tasks: Solicit faculty and staff to serve as chaperones for school trips; ensure they are aware of their duties, and informed of required dates of commitment well in advance; and collect after action comments.
Communicate directly with parents/guardians and established positive rapport
Manages cadet travel arrangements and receives, coordinates, and tracks all electronic, email, and phone communications for cadet transportation requests. Develops and executes detailed plans that track and account for all transportation requests.
Coordinates daily with the Deputy Commandant for Operations and Athletic Director to determine and execute transportation requirements.
Ensures all academy transportation assets are clean, presentable and properly parked and secured on campus.
Monitor weather, road and traffic conditions. 
Maintain records of equipment, services and supplies used for the maintenance of academy motor vehicles.
Coordinates with Facilities/Maintenance on "in house" repairs and delivery and pick up of vehicles to service garages.
Establishes and implements procedures for safeguarding transportation equipment.
Administer written policies for faculty and staff when checking out and returning academy transportation assets to include check-in/out logs and collection of fuel and miscellaneous receipts used in support of transportation.   
Ensure the academy's transportation department meets all American Camp Association (ACA) transportation safety requirements for accreditation and certification.
Evaluates regulations and develops operations procedures, standards and programs to ensure safety and compliance of transportation inspection and operations
Participates in preparing transportation budget; purchases supplies and materials in compliance with established MMA policies and procedures, and monitors expenditures.
Investigates all academy bus/van/vehicle accidents or near accidents to determine causes and makes recommendations to prevent recurrences.
Prepares and maintains a variety of reports, data and records related to cadet travel and transportation.
Responsibilities: A.    Transportation - In coordination with the Deputy Commandant for Operations, develops and implements transportation movement plans in support of mass transportation events. These plans will include;
Pre-departure safety briefings
Passenger accountability procedures
Primary/Alternate travel routes
Authorized rest areas
Route check points
Available emergency services
Authorized refueling points
Emergency procedures for accidents/maintenance break downs
Work closely with the Deputy Commandant for Operations, Athletic Director and Director for Business Operations on contracted transportation services.
Supervise and evaluate drivers.
Manage fleet maintenance and maintain accurate and current records.
Prepare and submit purchase requests in a timely manner ensuring that all requests are approved prior to purchase.
Review a variety of correspondence, reports, forms, articles, proposals, contracts, etc. in a timely manner and prepare correspondence, reports, forms, evaluations, policies, etc. using prescribed formats as necessary.
Assist in developing and maintaining policies and procedures for safe and efficient operations. 
Manage scheduling of drivers in a timely fashion ensuring that drivers are available when scheduled.
Coordinate with the Academic Dean and Assistant Dean for chaperones on all holiday furloughs, and schedule pre-furlough briefs with all chaperones a minimum of 30 days prior to each furlough.
Submit required weekly and monthly transportation reports.
Respond to any vehicle accidents to ensure proper disposition and protection of MMA's resources.
Report all incidents and accidents up chain of command to include immediate supervisor and Director of Business Operations.
Train employees on procedures for checking out and returning vehicles and fuel cards. 
Maintain compliance with all Federal and State laws and meet all American Camp Association (ACA) requirements for transportation during summer camp operations.
Manage the training of all staff as needed.
Review trends and perform analysis to ensure operations are efficient.
Ride with new bus drivers during first few trips to ensure full understanding of policy and procedures.
B.     Campus Security - Operations, training and exercises
Conduct weekly security inspections to include physical security, security cameras and     communications.
Conduct quarterly security training
Plan and Coordinate Annual Security Training exercise
Address Budget requirements for all Training and exercises
Chair of the security committee that meets quarterly
Review and update security procedures and policies for Commandant review and president approval.
Coordinate with public safety and first responders as needed.
C.    Other duties as assigned by the Commandant.  Qualifications: Knowledge of school bus traffic laws, safety, preventive maintenance, and ACA transportation standards.
Knowledge of campus safety practices and available training.
Must have a valid driver's license and must be willing to achieve a state authorized CDL license within six months of assuming the position.
Excellent written and verbal skills.
Mature judgment.
Experience in Microsoft Office and Excel spread sheets required.
Be able to work weekends when required.
Work with people beyond giving and receiving of instructions.  Must be adaptable to performing under stress and when confronted with and during emergency situations.
Physical demands and work environment: The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
Physical demands: While performing this job, the employee must be able to lift 50 pounds; walk for most of the shift (campus perimeter, in and around all buildings and structures); climb stairs; use hands, arms and legs to operate motor vehicle assets to include school buses, manual transmissions, and clutches on some models. The specific vision abilities required include close vision, distance vision, peripheral vision, depth perception and the ability to focus.
Work environment: While performing the duties of this job, the employee is exposed to weather conditions prevalent at the time. Must be able to work while exposed to jolting, noise, and vibration. Must be able to bend, stoop, kneel, and reach instruments/devices to inspect in, around and under vehicles or clean interiors.
