Effective listening skills. Must present self professionally with respectful demeanor. Ability to follow oral and written instructions, exercise sound judgment, complete and maintain accurate records, reports, forms and files. Thorough knowledge of public administration, employee relations, budgeting and public relations. Ability to maintain confidentiality of information and records. Ability to deal with many variables and determine specific action, analyze and interpret data, draw valid conclusions using judgment and analytical skills, and to recommend constructive changes in processes, policies and programs. Ability to use common English language to effectively communicate, both in oral and written form to include writing technical reports, procedures and speaking to the public. Ability to organize and accurately maintain large volumes of information and paperwork. Ability to work independently and to plan, develop and implement goals, objectives, and programs before and after talking to Commissioners/elected officials. Directed by the Commissioners. Thorough knowledge of and ability to apply program policies and procedures to assist County staff/employees in the performance of their responsibilities.in collaboration with Human Resources. Knowledge of governmental accounting fundamentals, spreadsheets, to understand budgetary information/reports. Position Responsibilities: Serves as an official representative of the Commissioners' Office to include answering questions with discretion, providing information and directing inquiries to appropriate department/official. Maintain schedule or create a calendar for the following committees or boards; TIRC (Tax Incentive Review Council), Zoning, Planning meetings, and posting notices for meetings such as Land Use Plan or Zoning considerations. Meets with elected officials, union officials, department heads, attorneys, personnel and immediate supervisory staff as necessary to settle or represent issues of concern or collective bargaining issues. Keeps Board fully and timely advised on the financial conditions of the County by providing, at a minimum, a monthly and quarterly financial update. Evaluates and recommends all action to be taken for additional appropriations and transfer of monies. Prepares letter/statements for signature by the Commissioners. Keeps Board advised of financial conditions of County. Coordinates special and capital projects and maintains financial info for each project and informs commissioners and elected officials while all are present. Verifies that bid documents for projects are correct. Aid/direct administrative assistants in professional filing system for county records. Reminds requester of Non-General Fund entries for compliance with certified budget amounts. Attend all meetings of the board at which the administrator's attendance is required and other meeting as necessary, as a voting alternate for Commissioners if requested. Recommend measures for adoption to the board. Prepare and submits to the board, reports required by that body, or reports that it considers valuable. Makes aware functions conferred or incumbent upon the board of county commissioners in the case of a disaster or emergency. Perform such additional duties as the board may determine by resolution. Performs other duties as requested by the Board of County Commissioners through or by administrative clerk to the board. Maintain professional relationship with CORSA or Insurance carrier for County. Qualifications Minimum Qualifications :
Associate degree in business administration, public administration or related field or associated experience. Public sector experience preferred. Must have working knowledge of county government operations and governmental accounting fundamentals. Must have or develop working knowledge of Ohio Revised Code as it relates to position. Ability to use common sense approach to present information derived from a variety of sources into a clear oral or written presentation. Ability to problem solve. Must have and maintain a valid driver's license and carry personal auto liability coverage levels designated by the Commissioners. Able to pass a backcheck. Must exhibit regular and predictable in-person attendance at work during normal business hours. Must be available to receive and return calls for urgent situations during evening, nighttime and weekend hours. Must be available to report to work outside of normal working hours as necessary to fulfill the job functions, or during an emergency or during disaster preparedness. Occasional lifting of 15 pounds or less (boxes, paper, office supplies, etc.). Required to sit, stand, walk, climb, kneel, stoop, bend, twist, reach and drive a passenger vehicle. Must be able to operate standard office equipment (copier, fax, computer, printer, phone). Must wear personal protective gear as required on work sites. Must be able to communicate clearly and effectively with and on behalf of others
