MINIMUM REQUIRED QUALIFICATIONS :
High School Diploma or GED Certificate
Bachelor's Degree in Accounting or related field
7-10 years of experience in comprehensive computerized system.
7-10 years of experience in utility accounting.
7-10 years of supervisor experience required.
Valid Driver's License (subject to motor vehicle record review).
JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVES: Supervises employees directly including selection, training, performance appraisal and work allocation.
Oversees the maintenance of company general ledgers. Prepares departmental, divisional, and consolidated operating and financial statements.
Prepares special and/or statistical reports and analyzes or reviews unusual items.
Sets standards for the conduct of accounting work and the performance of accounting staff. Ensures compliance with established standards.
Assumes responsibility for the correct and accurate accounting classification of expenditures and documents.
Reviews and verifies the accuracy of journal vouchers and accounting classifications assigned to various records.
Directs, consolidates, and analyzes all cost accounting procedures and other routine statistical or financial reports, including any desirable analysis of periodic departmental reports.
Develops accounting policies and procedures and establishes operating methods in the overall activities of the organization's accounting practices.
Supervises accounting compliance with government regulations applicable to government contracts.
Initiates and conducts special studies and develops and/or recommends accounting methods and procedures.
Advises management when current practices are not consistent with policies or fail to provide necessary controls of factual records.
Approves payment of all voucher drafts and other accounts payables and countersigns all checks that are drawn against Authority funds.
Interacts with outside auditors and participates in occasional auditing projects or provides information and access to general ledger and other accounting records as required.
Develops inventory control procedures affecting all warehouse operations and take physical inventories.
Establishes and maintains work papers, schedules, and reports and provides documentation and reports to dependent auditing firms to assist in the audit program.
Recommends the appropriate corrective action required to ensure that the operation will meet the standards of control records and reports.
Assists in the review and analysis of insurance and risk management programs for effectiveness of coverage and to reduce insurance costs and losses.
Develops budget for the unit and allocates funds within budget limit to accomplish objectives. Monitors variance against budget on an ongoing basis.
Performs other duties as assigned or requested.
