The Department of Human Rights and Equal Economic Opportunity (HREEO) serves Saint Paul residents and businesses by advancing justice and equity through education, advocacy, and enforcement.

The Department of Human Rights & Equal Economic Opportunity is composed of several divisions that perform a diverse array of functions.

* Contract Compliance and Business Development* Human Rights* Labor Standards Enforcement and Education* Procurement (Contract & Analysis Services)

This position will be assigned to the CERT program, the Central Certification (CERT) Program is a certification program recognized by Hennepin County, Ramsey County, the City of Minneapolis, and the City of Saint Paul.

The CERT Program certifies small businesses, including small Minority-Owned Business Enterprises (MBE) and small Women-Owned Business Enterprises (WBE). The CERT Program also certifies Emerging Small Business Enterprises (ESBE), which are a subset of the small business marketplace. Primary duties will include reviewing certification applications, processing certifications, communicating with vendors, and running reports.

This position performs entry level professional work assisting administration with one or more civil rights and economic justice programs: Affirmative Action/Equal Employment Opportunity, Vendor Outreach Program, CERT certification, HUD Section 3, City prevailing wage compliance (Little Davis Bacon), federal Davis Bacon, living wage, for the Human Rights and Equal Economic Opportunity (HREEO) Department. Responds to requests and provides program information to external customers for certification and vendor registration processes, including CERT certification, and HUD Section 3 certification. Assists internal City departments on related compliance processes. Conducts routine to moderately complex document reviews and monitors projects for the assigned equity program. Performs other related duties and responsibilities as required.

This position is grant-funded and expected to end in April of 2025, with the possibility for extension.

OR

An Associate's Degree in one of the above fields or two years of relevant college coursework; AND two years of progressively responsible experience in two or more of the following areas: vendor outreach, small business consulting, labor standards enforcement, Affirmative Action/Equal Employment Opportunity, prevailing wage compliance, contract compliance, civil rights, or work with diverse communities.

Professional experience may be substituted for education on a year for year basis. A combination of education and experience must total four years or more.
