As a dedicated Chief Privacy Officer, you will oversee the enterprise's Privacy function by providing the strategic and operational vision and value proposition through strong partnerships with senior business leaders from across the organization to ensure USAA maximizes the trust of our employees, members, and the association. Responsible for the planning, design, development, and implementation of enterprise-wide standards, procedures, and guiding principles to ensure products and services comply with USAA privacy practices and legal obligations. Drives activities within the Privacy Program encompassing evaluation of controls related to Key Projects largely revolving around maintaining compliance, changes in laws, regulatory or company policy.
We offer a flexible work environment that requires an individual to be in the office 4 days per week. This position can be based in one of the following locations: San Antonio, TX, Plano, TX, Phoenix, AZ, Colorado Springs, CO, Charlotte, NC, Chesapeake, VA or Tampa, FL.
The Opportunity What you'll do: + Accountable for the strategic development, identification, implementation, and maintenance of the Association's information privacy program in adherence to privacy and cybersecurity state, federal and international laws, rules, and regulations.
+ Oversees the organization's information privacy risk appetite by interpreting data protection and privacy laws/policies and determining required actions to reduce privacy risks as part of a comprehensive and growing privacy program.
+ Accountable for the enterprise's privacy operational services including data incident/breach response, privacy by design, privacy impact assessments, consumer data rights requests, delivery of privacy notices, third party risk assessment and governance over first line compliance to privacy laws, rules, and regulations.
+ Collaborates with and influences external parties, including government bodies, which undertake to adopt or amend privacy and cybersecurity legislation, regulation or standard.
+ Monitors industry and market trends related to "privacy by design" and emerging software engineering, architecture, and application testing tools and processes.
+ Collaborates with, influences, and informs senior leaders and as required USAA Board members on matters pertaining to privacy threats, operational and regulatory developments and associated risks and mitigation strategies.
+ Participates in the following internal Committee's as the senior executive Privacy liaison or chairperson: Privacy, Enterprise Data, Risk and Compliance, ESG (Environmental, Social and Governance) and Third-Party Risk.
+ Serves as a financial steward for the organization accountable to effectively manage their assigned area's budget and the relationships with vendors and service providers to ensure they cost-effectively meet the needs of the organization.
+ Cultivates high-performing teams with laser focus on ensuring risk associated with business activities are effectively identified, measured, monitored, and controlled. Performs other managerial duties such as recruiting, development, retention, coaching and support, and performance management.
+ Continuously evaluates automation and software enablement of privacy controls and processes to ensure efficiency.
+ Ensures risks associated with business activities are effectively identified, measured, monitored, and controlled in accordance with risk and compliance policies and procedures.
What you have: + Bachelor's degree in information technology, compliance, business administration, information management, computer science or data privacy is required; OR 4 years of related experience (in addition to the minimum years of experience required) may be substituted in lieu of a degree.
+ 10 years of experience in technical discipline (e.g., IT, information security, data privacy, or law) with a proven track record leading comparable operations and programs (e.g., information governance / security, electronic information, privacy, eDiscovery, records management) is required.
+ 6 years of people leadership experience in building, managing and/or developing high-performing teams is required.
+ Extensive experience in privacy, cybersecurity, data, risk, data ethics and compliance, within the financial and technology sectors required.
+ Demonstrated understanding of the full spectrum of the financial service's regulatory environment, including examinations and other supervisory engagements and processes.
+ Executive-level business acumen in the areas of business operations, industry practices, and emerging trends required to include proven experience operating within a complex, regulatory environment.
+ Extensive experience, knowledge and exposure to regulatory compliance, industry regulations, and other applicable privacy regulations, laws, and policies such as California Consumer Privacy Act ( CCPA ), General Data Protection Regulation ( GDPR ), and Gramm-Leach-Bliley Act ( GLBA ).
+ Demonstrated ability to effectively interpret and apply standards, regulations, policies, and procedures.
+ Proven experience establishing large scale vision, developing strategy to support the vision, gaining consensus from Senior leaders through effective communication, and driving the vision to closure through effective management of goals and objectives.
+ Demonstrated experience collaborating and motivating key resources and stakeholders; influencing decisions and successfully overseeing cross-organizational programs, projects, and initiatives that achieve enterprise strategic goals.
+ Expert written and verbal communication and presentation skills, including the ability to communicate technical and complex analyses to a non-technical audience and the ability to think strategically and tailor appropriate messages to different management levels throughout the organization.
+ Demonstrated experience collaborating and motivating key resources and stakeholders; influencing decisions and successfully overseeing cross-organizational programs, projects, and initiatives that achieve enterprise strategic goals.

+ Subject matter expertise in Privacy by Design concepts.
+ Experience creating scale through improved use of data and automation.
+ Proven industry leading experience applying data ethics in the context of AI, including controls, notice, and individual rights.
What we offer: Compensation: USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market position. The salary range for this position is: $ 188,330.00 – 338,990.00.
Employees may be eligible for pay incentives based on overall corporate and individual performance or at the discretion of the USAA Board of Directors.
Long Term Incentive Plan: Cash payment for Executive level roles only, representing a cash payment which is both time and performance based.
