Position SummaryThe Chicano Latino Studies Program (CLS) within the College of Social Science at MSU is seeking an Administrative Business Analyst to manage the operations of the program.
Responsibilities include:
CLS Operations and Financial Manager Reports directly to the CLS Director; managing the overall operations of the unit.Manages, prepares, and maintains the CLS budget.  This includes forecasting, strategic planning, and analyzing finance reports for the Director and/or College.Acts as the fiscal officer, initiator of financial transactions, and primary approver for all CLS accounts. This includes reconciliation of all account transactions and maintaining purchasing card records.Manages multiple funding sources from Social Science, other MSU affiliated Colleges, the Provost, Graduate School, Endowments, etc., including tracking how affiliated MAUs contribute financially to the program.Acts as a liaison to affiliated MAUs, ensuring unrealized commitments are followed up on and maintains these records to manually produce reports to the Director, Dean, Grad School, and other MSU leadership.Tracks and reports on funding sources for Graduate Student Assistantships (funding from Graduate School, Provost, Endowments, etc.). Maintains this historical data for future reporting to the Director and the Associate Dean of Graduate Studies.Assists the Director with identifying potential Off Campus Initiatives or Revenue Based Initiatives to supplement the unit's funding and propose/implements outreach programs.Proposes and implements policy and procedures to ensure operational efficiency.Implements innovative solutions to problems and areas of concern.Assists the Director with special projects as needed (i.e. assessment and CLS program related research).Schedules and attends weekly Staff meetings with CLS Director to discuss matters arising.Fosters and maintains respectful relationships with CLS stakeholders and promotes an equitable, culturally sensitive, and supportive workplace environment.Participates in Annual Review and Performance Development process.Works independently with very little supervision.Human Resources Management Manages Human Resources for CLS. This includes hiring decisions, participating in search committees, and processing forms for students, support staff, and temporary/on-call employee hiring; maintaining funding accounts and records for salaries; reporting and reconciling salary reports; analyzing faculty and MSU contributions to CLS as this is an intra-college program; keeping detailed records on affiliate and core faculty; maintaining unit personnel files.Analyzes budget to determine if student and graduate assistants can be hired.Reviews budget and course requirements to determine if a unit can afford to hire a fixed term faculty member if CLS affiliated faculty cannot teach due to sabbatical, administrative appointments, grant efforts, or other leaves of absence.Tracks affiliated faculty across campus as part of the inter-college relationship between Social Science, Arts and Letters and other assigned Colleges to CLS.Maintains relationships with business managers across campus where affiliated faculty are based or tenured to ensure assignments in CLS do not conflict with their home units, utilizing strong forecasting, analytical and strategic planning skills.Foster a welcoming and inclusive culture and environment, addressing HR-related issues as they come up, to ensure Diversity, Equity and Inclusion are paramount among the programs staff and students.Utilize knowledge of employment law and apply to daily HR decisions to mitigate risk in applying HR operational procedures within the unit.Consult with the Director of CLS and affiliated faculty on Labor Relations matters, including collective bargaining issues related to the Graduate Employee Union and the Union of Non-Tenure Track Faculty employees within CLS.Research Administration Acts as the Research Administrator for CLS.  This includes researching external funding opportunities for the CLS program, affiliated and core faculty and academic staff, assisting with grant proposals, and would be the fiscal officer for contract and grant awards/accounts for CLS.Event Management Manages events for CLS. Includes budgeting, contract review, scheduling, creating agendas, communications with students, etc. regarding Welcome Events/Orientations and Annual Retreats.Manages and maintains facilities, space assignments, and keys for CLS Recommends and budgets for space renovations.Maintains Office of Planning and Budgets space allocation reports.Maintains and organizes CLS space.Is physically present in CLS office from 8:00am to 12:00pm and from 1:00pm to 5:00pm Monday-Friday. Oversees Graduate Program and Undergraduate Minor Program Manages the operations of the graduate program and undergraduate minor in concert with the CLS Graduate Program Director and CLS Undergraduate Coordinator.Responsible for the graduate program and undergraduate minor operations in the CLS office. This includes preparing and processing paperwork for comprehensive examinations, dissertation defenses, graduate certificate applications, final degree certification forms, goal setting forms, and annual progress reports; collecting, processing, and disseminating Graduate Assistant evaluations; processing internship forms, independent study forms, overrides, enrollments, grade changes, daily email notifications to students.Serves as a liaison with students, faculty, parents, alumni and other constituents to answer questions on behalf of the graduate program in CLS.Maintains academic and personnel files and the graduate student and undergraduate student database (SharePoint).Manages Admissions process for the program.Manages and maintains the Assistantships, Fellowships, Scholarships, and Awards for graduate students.Develops and maintains course scheduling.Attends all graduate program College level meetings (as scheduled).Unit Specific Education/Experience/SkillsKnowledge equivalent to that which normally would be acquired by completing a four-year college degree program in a business-related field or in a field which corresponds to the particular department of employment; one to three years of related and progressively more responsible or expansive work experience in office procedures, or in performing responsibilities related to the operational activities of the employing unit; experience with word processing, database, spreadsheet, presentation software and/or desktop publishing, web page software; or an equivalent combination of education and experience.
