Description
The Department of Workforce Development is comprised of the Office of Vocational Rehabilitation, the Office of Adult Education and the Office of Employer and Apprenticeship Services. Our Department connects Kentucky to employment, workforce information and training through Kentucky Career Centers.
This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.
The Department is seeking to fill an Administrative Branch Manager to oversee and supervise staff engaged in conducting performance monitoring of various federal grants for the Department of Workforce Development (DWD).
Job duties: Oversees and supervises staff engaged in conducting performance monitoring of various federal grants for the Department of Workforce Development (DWD). Ensures compliance with applicable federal and state regulations as well as local area policies. Provides technical assistance to local workforce areas as a result of monitoring activities. Identifies areas of concern and assigns additional monitoring activities when necessary. Meets with Local Area Directors and Local Area Board Chairs to review programmatic data compiled by monitoring staff and strategize ways to improve. Completes risk assessment model, monitoring schedule and report submission. Reviews data monitoring results, analyzes data and identifies trends and/or anomalies. Submits recommendations to Assistant Director for review and consideration. Works with leadership to develop and document processes and policies related to data monitoring. Ensures standard operating procedure manual remains up to date. Provides operational reports as requested. Evaluates staff, approves/denies leave requests, initiates corrective and disciplinary actions and personnel action requests. Performs other duties as assigned. The Education and Labor Cabinet (ELC) participates in E-Verify and will provide the federal government with your Form I-9 information to confirm that you are authorized to work in the United States. ELC will only use E-Verify once you have accepted a job offer and completed the Form I-9.

EDUCATION: Graduate of a college or university with a bachelor's degree.


EXPERIENCE, TRAINING, OR SKILLS: Five years of professional administrative experience.


Substitute EDUCATION for EXPERIENCE: A master's degree in public or business administration or a related field will substitute for one year of the required experience.


Substitute EXPERIENCE for EDUCATION: Additional administrative or research experience will substitute for the required education on a year for year basis.

Working Conditions
Incumbents working in this job title primarily perform duties in an office setting. Minimal travel may be required.
