Pay Range: $70,825.58 - $106,237.53 Annual Department: Department of Community Services (DCS) Job Type: Regular Non-Represented Exemption Status: United States of America (Exempt) Closing Date (Open Until Filled if No Date Specified): March 24, 2024 The Opportunity: *only apply for this position once* The Department of Community Services (DCS) is currently recruiting for a full-time Human Resources Analyst 2. In this role, you will work as an human resources generalist with a primary focus on recruitment. You will also perform professional and technical support in a variety of human resources areas and human resources functions including being a subject matter expert in the human resources information system Workday. You will provide full professional generalist support and first level consulting services to assigned customer groups, which include Elections, Animal Services, Land Use Planning, Transportation, Budget & Operations Support and the Community Services Director's Office. You will lead, plan, and execute full cycle recruitments, which involves working with hiring managers to design recruitment plans and selection processes that will bring a diverse pool of qualified applicants. Some of the positions you may be recruiting for include, but are not limited to, Bridge Operators, Veterinarians, Maintenance Specialist workers, Election Workers and Administrative positions. In addition, you will perform functions related to payroll and timekeeping administration for the department including system audits, reporting and full cycle employment changes processes. Additional duties assigned to this position include: Implementing equitable selection and hiring practices that reduce barriers to candidates Fostering and cultivating strong relationships with senior business leaders, hiring managers, applicants and other recruiting partners Partnering with hiring managers to build comprehensive outreach and sourcing plans, and using the best outreach and sourcing strategies and techniques for each job. This includes writing job announcements and developing interview questions/selection criteria Conducting professional reference checks Provide onboarding for new hires Providing time entry consultation to employees and managers that complies with the collective bargaining agreements, wage and hour laws, and county personnel rules Interpreting and analyzing pay errors - working with both the payroll department, Workday team and employee to find resolution Analyzing leave calculations, accruals and adjustments Auditing timekeeping/payroll via reports in Workday Offering Workday guidance and training Assisting in the implementation of union contract changes, as well as annual COLA and Merit increases and classification and compensation studies Triaging a high volume of questions and inquiries on a variety of HR functions and assigning them to the correct HR partner or handle directly based on the complexity or sensitivity of the question or event Who we are: Our department's mission is to preserve harmony between natural and built environments, keep people and pets safe, and ensure every voice is heard through a diverse group of programs including transportation, land use planning, animal services, elections, and budget and operations support. Minimum Qualifications/Transferable Skills*: Bachelor's degree - in lieu of a degree we will consider equivalent work related experience. Three (3) years of human resources experience that includes recruitment and HRIS/payroll experience. Ability to manage multiple complex projects with competing deadlines Experience in equitable hiring practices and applying an equity framework in process and decision making At least one year experience in an organization with a collective bargaining agreement. Experience using Workday HRIS/ATS system Ability to create and implement sourcing strategies for recruitment for a variety of roles Experience auditing and analyzing time entry that has an extensive level of detail for multiple bargaining groups Experience with Google (e.g. Gmail, Google Docs, Google Sheets, Google Slides, Google calendar etc) Experience with Microsoft Office Suite (e.g. Word, Excel, Powerpoint, Access, etc) Experience maintaining confidentiality and sensitivity of information encountered through job related activities and actions to employee records Transferable skills: Your transferable skills are any skills you have gained through education, work experience (including the military) or life experiences that are relevant for this position.
