Nakupuna Solutions is seeking to hire a Project Manager (PM) to provide professional acquisition support services to the Department of Homeland Security. The ideal candidate must possess a deep and thorough understanding of the FAR and all phases of the acquisition lifecycle.
The following reflects management's definition of essential functions for this job but does not restrict the tasks that may be assigned. Management may assign additional duties and responsibilities to this job at any time due to reasonable accommodation or other reasons.
Support all acquisition practices conduct proactive and professional liaison activities, and seek out and identify contracting opportunities and vehicles that best meet the demands of the mission. Support all phases of the acquisition management lifecycles to include planning, requirements definition, solicitation and Federal Notice development, evaluation, award, post-award management, contract and grant award closeout, and other administrative support. Provide advice, recommendations, and document preparation support to multiple disciplined offices in all areas of the acquisition pre-award/planning phase. Support the drafting, issuance, and amendment of solicitations, Request for Quotations (RFQs), Request for Proposals (RFPs), Invitation for Bids (IFBs), and other miscellaneous pre-award documentation. Assist in performing evaluation of quotes, proposals, offers, bids, and formal and informal vendor screening processes. Provide advice, recommendations, and document support to multiple disciplined offices in all areas of the acquisition post-award phase, to include: contract administration, contract modification support, delivery/task order support, invoicing, and closeouts. Strive to improve contracting processes and product delivery. Monitor project execution and update leadership of any issues (e.g., technical problems, project delays) that may impact achievement of client requirements or that may exceed defined scope of work. Manage contract operations to include financial tracking and performance management. The ideal candidate is an experienced project manager that possesses strong business acumen and strategic awareness. Specifically, the ideal candidate will be familiar with, and have experience with the following technical knowledge, skills, and abilities:
Proven ability to interpret and apply procurement regulations, including the Federal Acquisition Regulations and/or other agency-specific regulations. Knowledge and experience of government contract-writing software, such as PRISM. Experience with government software and databases, such as FPDS, sam.gov, Sharepoint, Teams, etc. Experience with FAR 8, FAR 15, and FAR 16 contracting methods, to include BPAs and IDIQs. Experience with Strategic Sourcing Vehicles, such as CIO-SP3, FirstSource, VETS, or others is preferred. Experience preparing documentation, briefing, routing and obtaining government clearances for acquisition plans, solicitations, awards, sole-source reviews, and other review processes. PMP certification is preferred. Education and Experience: This position requires four (4) years of relevant professional experience working in or directly for a federal government agency or entity. This position requires a bachelor's degree from an accredited university or college.
Location: This position is located in Washington, DC, with the option for occasional telework. 
Clearance: This position requires the ability to obtain a favorable background investigation. Must be a U.S. citizen.
