General Description The Construction Project Manager with the Facilities Maintenance Division is responsible for performing advanced professional and administrative work in designing and managing maintenance projects for the Port Everglades Department.
Works independently, under limited supervision, reporting major activities through periodic meetings. Minimum Education And Experience Requirements Requires an Associate's degree from an accredited college or university with major coursework in architecture, civil engineering, construction management or closely related field.

Special Certifications and Licenses Ability to secure and maintain a Transportation Worker's Identification Card (TWIC)within 60 days of employment and for the duration of employment.

Five (5) years of years of experience in public-sector construction project management DUTIES AND RESPONSIBILITIES The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary. Develops and prepares engineering plans and designs for a variety of maintenance and construction projects; estimates quantities and costs of such projects.
Assists consultants and contractors/vendors in the development of construction projects; issues work orders to consultants & contractors, surveyors, and testing labs; reviews consultants' and contractors' plans and specifications at various stages of development for conformance to design standards, completeness, and accuracy; monitors consultants' and contractors' cost estimates and verifies consultant's and contractor invoices and recommends payment.
Perform inspections, create & review field inspection reports with notes & associated pictures, create/review/update work orders per specific projects, and monitor work orders through the work order management system (AIM).
Coordinates bid advertisements and schedules, assists in conducting pre-bid conferences, evaluates bids, and makes recommendations for contract awarding.
Schedules and assists in conducting pre-bid construction meetings with consultants, contractors, and subcontractors; issues Notice to Proceed to contractors and consultants.
Assists in the preparation of schedules and monitors construction progress; assists in the preparation of change orders; maintains records of consultant's and contractors' payments.
Assists in the preparation of creating contracts/Master Agreements and the solicitation process. Assist in creating & reviewing specifications.
Assists in the inspection of capital projects for substantial completion and prepares punch list of any deficiencies; arranges for correction of defects by a contractor during the warranty period and conducts inspection at the end of the warranty period to ensure correction of defects.
Perform routine inspection of maintenance projects for substantial completion and prepare punch list of any deficiencies; arrange for correction of defects with the contractor and verify correction of defects prior to project acceptance.
Prepares required paperwork for capitalizing and closing the project; performs special investigations, site analyses, and feasibility studies as required and submits technical and management reports.
Meets with consultants, contractors, utility organizations, city, county, state, federal agencies, civic associations, Port tenants, business and community leaders, property owners, and attorneys; assists with the preparation of the budget for capital expenditures.
Makes recommendations regarding hiring, discipline, and promotions of subordinates; authorizes leave; evaluates employee performance.
